Paul G. Lorenzini, PhD – Chief Executive Officer
Dr. Paul Lorenzini has extensive experience in both executive management and nuclear operations. Prior to co-founding NuScale, Dr. Lorenzini held several executive positions with PacifiCorp and its domestic and international subsidiaries. These positions included president of Pacific Power & Light, CEO of PacifiCorp Turkey, and CEO of Powercor Australia.
Dr. Lorenzini previously worked with Rockwell International where he was named vice president and general manager of Rockwell’s Hanford operations. Rockwell employed more than 5,000 people and was responsible for nuclear waste management, fuel reprocessing, the Basalt Waste Isolation Project and major site services. In earlier service with Rockwell, Dr. Lorenzini was involved in developing safety analysis codes for design of the Liquid Metal-Cooled Fast Breeder Reactor (LMFBR).
An attorney as well as a nuclear engineer, Dr. Lorenzini worked with a Portland law firm where he represented community leaders in Eastern Oregon who intervened in state regulatory proceedings in support of a proposed nuclear plant in their community.
Dr. Lorenzini holds a PhD in nuclear engineering from Oregon State University and a JD from Loyola University in Los Angeles. He is the current chair of the OSU Foundation and has served in leadership positions on numerous community organizations.
Jose N. Reyes, PhD – Chief Technology Officer
Dr. Reyes is the co-designer of the NuScale passively-cooled small nuclear reactor. He is an internationally recognized expert on passive safety system design, testing and operations for nuclear power plants. He currently serves as a United Nations International Atomic Energy Agency (IAEA) technical expert on passive safety systems. Dr. Reyes successfully established a 17-nation coordinated research program on passive safety systems for the IAEA and also developed and directed a course on natural circulation and passive safety systems at the International Center for Theoretical Physics in Trieste, Italy.
At Oregon State University, Dr. Reyes served as head of the Department of Nuclear Engineering and Radiation Health Physics. He directed the Advanced Thermal Hydraulic Research Laboratory (ATHRL) and was the co-director of the Battelle Energy Alliance Academic Center of Excellence (ACE) for Thermal Fluids and Reactor Safety in support of the Idaho National Laboratory mission. Additionally, Dr. Reyes was the OSU principal investigator for the Westinghouse AP600 and AP1000 certification test programs sponsored by the USNRC, the U.S. Department of Energy and Westinghouse.
Prior to joining the faculty at OSU, Dr. Reyes worked nearly 10 years as a thermal hydraulics research engineer in the Reactor Safety Division of the U.S. Nuclear Regulatory Commission. He holds Ph.D. and M.S. degrees in Nuclear Engineering from the University of Maryland and a B.S. degree in Nuclear Engineering from the University of Florida. He is the author of numerous technical papers and has given lectures and keynote addresses to professional nuclear organizations in the U.S., Europe and Asia.
Chris Colbert – Chief Operating Officer
Chris Colbert oversees NuScale’s operations, including engineering, project management, regulatory affairs and supply chain.
Colbert joined NuScale from UniStar Nuclear Energy, LLC where he was Senior Vice President for Projects and Services during 2007-2011. While at UniStar, Colbert was responsible for the deployment of the US EPR at UniStar’s existing nuclear power plant sites at Calvert Cliffs (Maryland) and Nine Mile Point (New York). In addition, Colbert was responsible for the provision of licensing and other project development services to other US EPR projects, ensuring that benefits of standardization were shared amongst the fleet of proposed US EPRs.
Prior to UniStar, Colbert worked for GenPower, LLC, where he was Vice President of Coal Project Development during 2001 – 2007, focused on the development of the $2.2 Bn, 700MW Longview coal-fire power plant now in construction outside of Morgantown, WV. Prior to GenPower, Colbert held numerous positions within InterGen, and led or contributed to the development of over 6300 MW of fossil-fueled electricity generation projects during 1996-2000. Of note was his role as lead developer for the AUS$1.4 Bn, 840MW Millmerran Power Project and associated three million ton per annum coal mine located 200 km west of Brisbane, Australia.
Colbert began his career at GE Aircraft Engines as an Engineering Development Program Trainee, where he participated in a series of six-month assignments through a number of engineering areas. He then moved to General Electric Company as an audit manager, and later became a representative for Bechtel Financing Services, Inc., where he commenced work as a financial analyst, culminating in leading Bechtel’s participating in the $940 million project financing of the 740 MW Dabhol (Phase I) CCGT power project.
A graduate of the Massachusetts Institute of Technology with a B.S. in electrical engineering and a minor in computer science, Colbert received an M.B.A. from the Walter A. Haas School of Business in Berkeley, CA. He is also a chartered financial analyst.
John “Jay” Surina – Chief Financial Officer
John “Jay” Surina, Chief Financial Officer, leads all aspects of NuScale Power’s finance function, including financial strategy, accounting, forecasting and corporate finance.
Prior to joining NuScale, Surina was vice president, financial planning and analysis at Boart Longyear. He was instrumental in the initial public offering of Boart Longyear shares on the Australian exchange in 2007. In that role he co-managed the mining services company’s global finance function and led strategic planning and mergers and acquisition work within the finance function.
Surina previously held executive positions in energy industry finance, as well as mergers and acquisitions, with Texas Genco, Centrica North America, and Sithe Energies, including large equity and debt financing capital raising, both at the corporate and project levels. He was co-founder and a managing partner of Cornerstone Energy Advisors, an advisory firm focused on the sale and financing of electric generating stations.
Surina is a graduate of the U.S. Naval Academy and received his MBA from the Wharton School at the University of Pennsylvania. A former nuclear trained submarine officer, he continues to serve as a Captain in the Naval Reserve Intelligence Program.
Tom Marcille – Vice President - Engineering
Tom Marcille brings NuScale an extensive background in reactor design, project management, and licensing.
He joined NuScale from Los Alamos National Laboratory where he was chief engineer for advanced reactors. There his responsibilities included development, management, and execution of terrestrial and special purpose reactor programs. He was Los Alamos' chief technologist for reactor physics, core design, nuclear methods, as well as its business lead and industry liaison.
Prior to Los Alamos, Marcille spent 20 years as a contributing, managing and principal engineer in GE's advanced and terrestrial Boiling Water Reactor business units. He received certification as a Six Sigma/MAIC/DFSS and participated in the GE Corporate Project Leadership program and was a GE Edison Engineering Instructor.
Marcille is the author of numerous professional and technical papers. He received the Distinguished Performance Award from the US Department of Energy and the GE Corporate Engineering Excellence Award. He serves on the Technical Advisory Board to SCATEC AS / THOR ENERGY AS in Oslo, Norway. Marcille is a graduate of the University of Florida with degrees in physics and nuclear engineering and is a member of the university's Nuclear Engineering Advisory Group.
Michael S. McGough – Vice President - Business Development
In his role at NuScale, Mike McGough oversees all sales, marketing, business development, proposal management, customer relationship management, customer advisory board, collateral materials, tradeshows, website, social media and branding.
McGough joined NuScale from UniStar Nuclear where he was Senior Vice President, Commercial Operations, with responsibilities for sales, marketing, business development, communications, commercial processes and advocacy.
McGough is a 33-year veteran of the commercial nuclear industry, working as a vendor for companies supporting nuclear plants worldwide. He has been involved in new plants at Westinghouse and UniStar, dry fuel storage as senior vice president of marketing for NAC International, low level waste management and decommissioning at Duratek and Energy Solutions. He was senior vice president then President of PCI Energy Services where he spent 11 years working mechanical projects such as steam generator replacements and decommissionings.
McGough holds a Bachelor of Science in Physical Metallurgy from Washington State University, and MBA from the Katz School of Business at the University of Pittsburgh. He is also a graduate of the Kellogg Management Institute at Northwestern University.
Bruce Landrey – Vice President - External Affairs and International Sales
Bruce Landrey’s experience in the nuclear industry encompasses more than 25 years in business strategy, public policy, investor relations, and communications.
Landrey is a former vice president corporate relations, for the Tennessee Valley Authority (TVA). While there, Landrey directed communications and government affairs in the seven-state region served by TVA. Prior to joining TVA, Landrey was director of investor relations for Portland General Corp. He also served as assistant to the president, and assistant to the chairman and chief executive officer. In addition, Landrey held the position of director of corporate communications at Portland General Electric Co.(PGE). In those roles, he was involved with acquisitions and new ventures in independent power and wholesale power marketing, and held responsibility for issues management, media relations, community relations and emergency communications planning for PGE’s Trojan Nuclear Plant and proposed Pebble Springs Nuclear Project.
Landrey has been involved in numerous industry-wide initiatives as a committee member of the Nuclear Energy Institute, the Institute for Nuclear Power Operations and the Electric Power Research Institute.
He is a native of Vancouver, Canada, and is a graduate of the University of Oregon.
Ed Wallace – Vice President - Regulatory Affairs
Ed Wallace plays a lead role at NuScale, directing efforts to license the company’s small, modular, scalable light water reactor. As Vice President of Regulatory Affairs, Wallace is working to submit NuScale’s design to the Nuclear Regulatory Commission (NRC) for design certification by late 2012.
Wallace previously served as founder and president of GNBC, a consulting firm on nuclear power and electric utility issues based in Chattanooga, TN. Since 2004 he filled the role of Senior General Manager – US Programs – PBMR Pty, Ltd. where he was responsible for the development and delivery of PBMR programs in the US including NRC design certification. PBMR Pty Ltd, based in South Africa, is developing an advanced, small, standardized nuclear power plant for global markets.
Wallace has played key roles in a wide range of activities in the nuclear industry, including work on licensing the pebble bed modular reactor for Exelon and the direction of the merger of PECO Energy and Unicom nuclear organizations. Among his responsibilities at Tennessee Valley Authority (TVA), beginning in 1990, was senior manager, licensing and regulatory affairs. From 1996-1999 he was general manager, Service Contracts, where he directed all of TVA’s labor and service contracting policies and practices.
Wallace, a graduate of the U.S, Naval Academy, served as a nuclear submarine officer. He holds an MBA from University of Tennessee, Chattanooga.
Scott Bailey – Vice President - Supply Chain
Scott Bailey, Vice President of Supply Chain, leads all aspects of NuScale Power’s supply chain function including internal supply chain operations and strategic supplier development. Scott has over twenty-four years of power generation focused supply chain management and execution experience from both a utility and consultant perspective.
Previous to NuScale, Scott was the Director of Supply Chain, Nuclear Generation, Development and Construction for the Tennessee Valley Authority. In that capacity, he managed contracting and supply chain related activities in support of major nuclear generation projects such as the Watts Bar Unit 2 completion, Bellefonte Unit 1 completion, steam generator replacements, spent fuel pool re-racking, extended power uprates and other major nuclear projects. Bailey previously held senior supply chain management and consulting positions for NRG Energy, Sequoia Consulting Group, Pantellos, and Maine Yankee Atomic Power Company. Bailey is an accomplished and experienced supply chain executive in all of the key areas of supply chain including supplier relationship development, EPC Contract development and administration, value creation, strategic sourcing, contract management, procurement and materials management operations, eCommerce, and project management.
Scott holds a Masters Degree in Business from Husson University, a Bachelors Degree in Marine Engineering from Maine Maritime Academy and is a Certified Manager of Investment Recovery.
